The move aims to ensure transparency and protect the rights of both parents and schools in the event of student withdrawals or transfers.

This clarification applies to all private schools governed by the Ministry in the emirates of Ajman, Umm Al Quwain, Fujairah, and Ras Al Khaimah. It sets out a structured and standardized approach to managing tuition refunds, ensuring a fair and consistent experience for families navigating changes in schooling.

A Clear Framework for Tuition Refunds

According to the Ministry, schools are required to strictly adhere to the approved financial policy, which outlines the contractual obligations between educational institutions and families. This policy was designed to eliminate ambiguity and foster a transparent environment in all financial dealings.

At the heart of the Ministry’s clarification are three distinct tracks governing fee refunds: tuition, books and transportation, and school responsibilities.

Track 1: Tuition Fee Refunds Based on Attendance Duration

The tuition refund policy is based on how long the student has been enrolled in a given academic term:

  • Withdrawal within the first two weeks of the term: The school may charge one month’s tuition fee.
  • Withdrawal after two weeks but before completing one month: The school is entitled to charge two months’ fees.
  • Withdrawal after one month of attendance: The school is allowed to collect tuition for three months, irrespective of the exact withdrawal date during the term.

This refund model is standardized across all private schools under the Ministry’s jurisdiction. The monthly tuition is calculated by dividing the annual tuition fee into ten equal parts, which aligns with the usual academic calendar in the UAE.

Track 2: Books, Uniforms, and Transportation Fees

In addition to tuition, the Ministry also clarified the refund policy for non-academic services such as books, uniforms, and student transportation.

  • Books and Uniforms: These items are considered consumed upon receipt and are therefore non-refundable, even if the student withdraws shortly after collection.
  • Transportation Fees: Unlike books and uniforms, transportation fees are refundable on a pro-rata basis. The calculation depends on how many months of the service remain unused after the student withdraws.

Track 3: School Responsibilities and Communication

The Ministry placed strong emphasis on the responsibilities of private schools to maintain open and honest communication with parents:

  • Schools must clearly inform parents of the refund policy during the initial registration and every re-registration process.
  • If any discounts or fee reductions are granted, the school must provide a formal document outlining the discount terms and how they would be applied in case of withdrawal.
  • Under no circumstances should schools charge for academic terms in which the student was not enrolled or did not attend.

Private schools in other emirates are regulated by separate local authorities:

  • Dubai: Supervised by the Knowledge and Human Development Authority (KHDA)
  • Sharjah: Overseen by the Sharjah Private Education Authority (SPEA)
  • Abu Dhabi: Regulated by the Department of Education and Knowledge (ADEK)

The Ministry’s announcement follows recent organizational changes, including the integration of the Emirates Schools Establishment under the Ministry of Education. This has consolidated oversight responsibilities and strengthened the Ministry’s authority over both public and private education in selected emirates.
